In the past, Group A bacteria and W1 cases of meningococcal disease have been linked to the Hajj pilgrimage. Due to the vast number of pilgrims from around the world, the Saudi authorities have to take all the necessary precautions to ensure that the pilgrimage process is safe for everyone. In the light of these events, the quadrivalent ACWY vaccine has been made compulsory for pilgrims on Hajj and Umrah and other visitors to Saudi Arabia during hajj season since 2002.

Any pilgrim on Hajj and Umrah aged 2 and above must present a valid certificate of vaccination for ACWY on entering Saudi Arabia. The certificate must be issued at least 10 days before the entry date to Saudi Arabia. This requirement also applies to seasonal workers during Hajj and Umrah season, entering Saudi Arabia.
